Planning Ahead

The foremost requirement is to manage the affairs of the state in a manner that serves the welfare of the common man. That means to plan ahead. Why couldn’t the governments in power build up sufficient stocks of the food grains that could be released during lean periods? Why couldn’t they assess the future needs of power and ensure its supply to avoid load-shedding, closure of industrial units and stoppage of tube-wells that irrigate agricultural lands. The regime that ruled from 1999 to 2008 is to be held responsible for this criminal negligence. It should have built Kala Bagh Dam when it knew that project had been cleared of all objections by the professional. I-lad it been built in time Pakistan today would have become self-sufficient in electricity at the cheapest rates possible, plenty of water would have been available for irrigation purposes and the storage would have helped in flood control measures.
