Accountability by PAC and AGP

Is there any way to harness this corruption ridden class? Yes there is— and that is what may be called third pillar of good governance. There is an institution known as Public Accounts Committee which is an integral part of the parliament provided it plays its role honestly. It is a big proviso. But if it works the problem can be tackled to a great extent. All procurements above a certain financial limit which are a source high graft are placed before this Committee. Its proceedings should be open to public and media. It should be chaired and staffed by highly competent professionals known for their integrity. The question is where to get men of integrity? They all belong to the same corrupt system who would like to get their interest served in exchange for similar favours shown to others. Such committees have unearthed frauds of billions in the past but those reports were either hushed up or the findings were changed to the satisfaction of the concerned people. I addition there is Auditor General of Pakistan who has the powers to unearth and detect financial bungling rampant in the public sector agencies and recommend punitive measures.
