The chief idea here is that wordy, practical people are more sensible than theoretical and philosophical persons.
This is illustrated by reference to two facts:
 (1) Women, being practical, succeed in exercising control over their husbands
(2) Shakespeare being uneducated wrote forceful plays but his critics, being scholarly and learned, indulge in futile commentaries.
