Contribution of Local Bodies
What kind of motivation, in a true democracy, acts
as a driving force to make the poIitical leaders establish schools, encourage
development of smaller economic units or run local court such as Jirgas and
panchayats? How the funds are raised? The answer is that with the ever-rising
prosperity, the revenues of the local bodies are likely to increase. The local
bodies have their own annual budgets. However, much of this activity takes
place on self-help basis. Education of the children, for instance, is a
community’ problem and is sorted out by the community. Leaders are expected to
gain as much from the economic development of their areas as any one else.
Encouraging such activities or making panchayats a success adds to their
prestige, honour and pride. Such services, in times to come, elevate them to
higher positions in the hierarchy of the government.
