HEC is the autonomous body responsible for all regulations of higher education in Pakistan. At this time, 118 Chartered Universities and Degree awarding institutions are operating in the country with 1700 affiliated colleges.

  • 1100+ General Institutions (Arts/Social Science, Natural science, Humanities etc.)
  • 1050+ Professional Institutions (Medical Sciences, Engineering, Agriculture, Computer, Management Sciences, Commerce, Law etc.)

Affiliated Colleges tends to be smaller and usually offer Undergraduate (Bachelor) degrees, whereas Chartered universities and Degree Awarding Institutions offer Undergraduate as well as Post Graduate degrees (Masters, M.Phil & Ph.D).

Any student can apply against Open merit seats, who fulfills the requirements. Some institutions have distributed these seats on districts and region basis, which is determined by domicile certificate. It may vary slightly from institution to institution. Open merit fee in Public sector should be nominal but some of the institutions have increased the amount due to financial constraints and it still does not exceed from the range of common man.

All seats other than open merit are called reserved seats. But the system of distribution, nomination, and the availing process can differ. There are about 25 different categories of reserved seats in Pakistan other than various schemes. e.g. Districts, Urban and Rural, Navy, Air Force, Local students Self Finance, Overseas Pakistanis, Foreign National student Self finance (Overseas having dual nationality can also apply against these seats), Disables, Hifaz-e-Qur'an, Sports, Teacher's Child, Alumni, Engineer's and Doctor's children, FATA, FANA, Azad Kashmir, Provinces, International seats for cordial relations ( under Pakistan Technical Assistance Program and Cultural Exchange Program), Female students, Federal Capital etc.

Every student who has completed his education from a foreign system of study (Other than Pakistani Boards) whether, he/she is a Pakistani or a foreigner, has completed his education physically within Pakistan or abroad, has to get equivalence certificate before getting admitted to an educational institution of Pakistan . Equivalence certificate is issued on the basis of some formulae and other than some general principles there might be some different policies that may vary from case to case.

Inter Board Committee of Chairmen, Islamabad (IBCC) is the only authorized authority to issue equivalence certificate. The equivalence certificate determines the qualification of the students along with years of study and marks of the students according to Pakistani system. No student, who has studied from a foreign system of study, can get admission in any of the educational institution of Pakistan without getting equivalence certificate.

All the certificates and the grades awarded by the accredited foreign Examination Board/ Authority/ Syndicate and institutions recognized by the Education Authority of the country of origin will be considered for equivalence.

About 68 medical & Dental colleges, recognized by Pakistan Medical and Dental Council (PMDC), are operating in the country . PMDC is regulatory body for the medical education in Pakistan.

  • Examination System: The council has designed an Annual system of study for medical and dental degrees.
  • Degree Span: MBBS degree requires minimum five years to complete.
  • prerequisite: Admission to MBBS or BDS are offered after 12 years of education e.g. FSc. A'Level etc.
  • Post MBBS: House job, internship and postgraduate studies are also being offered in different allied hospitals of medical colleges.
  • Post Graduate Studies: Major training courses such as Fellowship of College of Physicians and Surgeons (FCPS), under the supervision of College of Physicians and Surgeons Pakistan, Master of Surgery (M.S.), and Doctor of Medicine (M.D.) in different disciplines are offered at postgraduate level. In Pakistan, about 40 engineering universities and colleges are operating, some of them occupy the top position in Asia. At this time more than 50 different fields of engineering are being offered in the country at Bachelor and Master Level. Specialized fields are also available at PhD Level.

Pakistan Engineering Council (PEC) organize and regulates the engineering education in the country to ensure a uniform standard.
The council has introduced annual system of examinations in all engineering universities/ colleges. However, some universities are following both semester and annual system.

A period of 4 academic years of studies has been fixed for a candidate to obtain Bachelors degree.
