On the subject ‘A Constitution for Pakistan’ he said, “The constitution is yet to be framed by Constituent Assembly. I do not know what the future shape of the Constitution is going to be but I am sure it will be a democratic type, embodying the essential principles of Islam. Today they are as applicable in actual life as they were 1400 years ago. Islam and its idealism has taught us democracy. It would be an Islamic democracy. However, it will not be a theocracy in which the government is run by the so-called religious leaders.”
