(B) Someone who is dilatory makes a habit of delay; someone who is menacing frequently offers threats.
DILATORY: inclined to delay; slow or late in doing things
Punctuality: carefully observant of an appointed time; on time; prompt
Punctilious: very careful about every detail of behavior, ceremony, etc
Menacing: anything threatening harm or evil
Officious: offering unnecessary and unwanted advice or services; meddlesome, esp. in a highhanded or overbearing way
Soporific: of or characterized by sleep or sleepiness Quiescent: quiet; still; inactive

(C) A keep is the central stronghold of a castle; a valuable one would be impregnable, that is, nearly impossible to break into. Similarly, a valuable code is one that is unbreakable, that is, nearly impossible to decipher.

(B) The job of a pilot is to navigate (a ship or plane); the job of an oarsman is to propel (that is, to power) a boat.
