In an effort to boost lackluster sales, the movie theater manager offered discounts on all of the theater's daytime shows, but it did not have the effect that they desired so she discontinued the program.

The "they" in the underlined portion is vague, we can't clearly tell to whom it refers. So, we eliminate Choices (1) and (2) since both use this construction.
How do the other three choices differ? Choice (4) contains the pronoun "it", and all three differ in their use of "desire" or "desired". Which one sounds right? "The manager desired" is correct, which leaves us with Choices (4) and (5). Where do they differ? Choice (4) contains the pronoun "it", but what does "it" stand for? It's not really clear. Eliminate Choice (4).
	Choice (5) remains.
In an effort to boost lackluster sales, the movie theater manager offered discounts on all of the theater's daytime shows, but the discounts did not have the effect that the manager desired so she discontinued the program. Yes.
